if you have a mouse with a control wheel between the buttons do this,
Hold down the CTRL key bottom left of your keyboard, then turn the wheel on your mouse till you have the size you want.
If you don't have a wheel, click view at the top of IE, then select text size, then the size you want

Is it on the desktop or in a word processing program? if its on the desktop right click and click on properties and it should be somewhere on one of the tabs. if its in a word processing program just change the font size at the top of the page.

If you mean the entire display, then you have to go into "my computer", "control panel", "display", and change the display size (move the slider to the left or right)
