i can go to anything i want to on the internet,but when i try to go to control panel,display,
change clock time,and a lot of other things a window pops up saying application not
found.what the h.... happend?

If you are using a Windows XP Operating System and you have System Restore function ON, then go to Start > All Programs > Accessories > System Tools > System Restore.
Then select your restore point to an earlier stage when you didnt have this problem........

Try system restore first...
Start > All Programs > Accessories > System Tools > System Restore.
Make sure you pick a restore date that was before you first seen the problem. FYI, Any system changes done since that point will be lost.
Otherwise, I would say that you caught a virus. Scan your system in safe mode.
