Yes. Your connection will enable you to download a certain amount of data per second. If your neighbour is also using it then they will be taking up some of that downloading abillity. Your connection is a bit like a road. Data has to travel down that road to get from the internet to your computer. The speed you can get data from the net to your computer depends on how much info you can get down the road at any one time. If your neighbour is also using the same road then there will not be as much space for your traffic.

Absolutely it could. Sharing broadband is like installing to faucets on a single pipe. Is someone doesn’t use one faucet or make it run of low pressure water stream, it would be hardly detectable. But if faucet would be open full, pressure in second wouldn’t be the same as if second one never existed at all.

It Depends on Your Actual Download Speed (eg. Downloading a podcast which is 70mb and it's going at 1000Kbps) or What u get on your bill (eg. 1mb $12) If it's ur actual download speed then yes thats fast, but if it's on your bill thats quite slow, i got 2mb broadband and i pay $18(pounds) and thats a freaking ripoff, so they changed it to $4.50(pounds)

you need to speak to your parents, your WIFI connection needs to be set to secure so that nobody else can use.
Your neighbour will most likely be using as much if not more than you are of the cap allowance on your connection, and their usage will definiately slow you down when doing anything

It depends on what they are downloading. If they are downloading large files or P2Ping then it most likly will. But you should have the security turned on to stop people from accessing it without your permission.
