Usually a simple program such as Microsoft Paint can detect you have a camera, to check open paint and click File > From Scanner or Camera, then there should be a list of devices, if your webcam is there select it and your off. If not try other image editing programs or software that should have came with your webcam, you can probably find something good from www.download.com. But if you are really stuck, just use your webcam like normal press the Print Screen button(should be next to F12), open Paint, click CTRL + V, use the cut tool to cut out your image, press CTRL+X, make the whole image small by resizing it at the edges, then click CTRL+V again, it should be there, the correct size.
