Well in the states its mostly used by stoners to signify a time to smoke up.
It is also the date of earth day, even though the first one was the 22nd of April.
Lastly it is also Hitlers birthday and all the skinheads use it.

police code in Canada for smokin in public? that's what I always heard. international time to smoke. hitlers b-day. day Jerry Garcia died. these are all the rumors I've heard. but mostly it has to do with smoking.
