OMG, I do that too!! I thought I was the only one. Actually, it turns out that some people sneeze when they tweeze because their sinus cavities may be closer to their eyes than other people's. Because of that, a pulling sensation on the eyebrows can cause the sinuses to get touched, causing a sneeze to happen.

There is an intricate network of nerves throughout the facial region, This is a design to protect vulnerable and essential zones from damage. You may notice, that when one sneezes, one's eyes close. Mucking about with facial hair will cause this response - I even sneeze at times when I shave (my face - I'm a man!).
If you get thumped on the eyebrows, the eyes close and will often water - again, an innate protective measure to stop or reduce damage to the organs of sight.

Because of the nerve endings in the face which are numerous and very intertwined so they get 'activated' when you pluck and the reaction is a sneeze, it is the same as sneeze when you tickle your nose even if it doesn't seem like it
