.. if they were working before but not now then go to device manager and uninstall them then reboot ... that will let windows reinstall the drivers sometimes they get scrambled .. .. if you just reinstalled windows you may need to go to windows update or load them off your motherboard cd.

Like others have suggested it might be the driver, but USB ports might start malfunctioning and having turns if you have got rather power consuming devices attached to them or if you have got all your USB ports used up. The solution to this problem is to buy a USB hub, which gives you extra USB ports on only one USB port on your PC, but it also gives the USBs attached to the hub a constant power supply from the mains so the USB devices are not relying on the PC's power but the mains. not really heard of the usb ports failing before, but try your technical information booklet supplied with your pc or laptop, or contact the helpline from the software makers, or go to a local computer wiz shop, good luck :)

you may need to enable them in your bios
press delete while pc is starting up go through the menus until you find one that says enable usb

i f ur using xp there are no seperate driver for usb try another device and check the cable.

install proper driver for ur usb device

make sure you have installed motherboard drivers for them. Some boards need you to install them separately.
