Nafta allows Mexican goods and (some) services into the US but not ones from Central America on the same terms. So it boosts Mexico's economy and encourages integration between US and Mexican businesses. But Central Americans are outside this fishernet so they have to leg it up to LA to get the benefits of the US boom.
