No you can‘t. But you can soak the meal in water overnight,
put it through a sieve and then give it to the baby. Start with
small doses to check how he copes with it. My ex-wife had
no milk, so my daughter was brought up entirely on soybean
soluble, which to us tasted terrible, but to the child it was
great because all the little one wants to feel is the warmth
of the mother and something in his tummy. My girl never had
a rash nor pimple, absolutely clean skin and grew more and
stronger than others on mother‘s milk. I don‘t mean this as
propaganda because I am not a salesman, the soybean
milk is produced (or was) by Meade & Johnson. It is better
than oatmeal, you should try it out. Good luck and good health

Why aint you got nothing else in the house?
The baby is at risk of choking, oats are dry and not easily chewed or swallowed.
Boil them up with milk or water if you want to give to a baby.

no! raw porridge oats will be too hard for your baby to swallow and also once in the stomach will absorb any liquid- expand and cause your baby upset stomach and/or severe constipation. try really smooth liquidised foods or very runny porridge

Babies this age need soft, moist food to ease their digestion. I would check with your pediatrician, nutritionist, or if in the US contact your local W.I.C. program ( a nutritional and food assistance program for pregnant and nursing women, infants and children) they have lots of nutritional information for free.

I wouldn't recommend it - try Weetabix - just check it is suitable, especially for salt levels.
