Does it matter? This is the reason we have a State Department. They are the experts in foreign policy. The president is leader of the country. In the case of foreign policy the president doesn't necessarily make it, nor does he negotiate agreements with foreign governments. The president must be able to deal one on one with foreign leaders, but normally this occurs once agreements are in place and all that is left is ratification. I have not heard anyone including Mr. Bush's detractors in the opposition party state that he does not fulfill this requirement properly.
