if trick or treaters will be coming to your house, have them set up places to jump out of to scare them.
example:
get a set of old sweats and glue fake leaves on the front then rake a pile of leaves up near the door to your house and when trickortreaters ring the bell, the 12yrold jumps at them. when they scream, the 7 year old opens the door in a scary costume and jumps at them. then the 4 yrold can hand out the candy.

Most communities have some form of "safe" trick or treating. Look in your local paper, sometime local malls will hand out candy, the kids just walk store to store. Some communities have "trunk or treat" set up in a parking lot like at a grocery store or church parking lot or perhaps a school parking lot, then you go car to car collecting goodies. Many churches and community centers offer parties as an alternative to trick or treating. In this day and age of child predators and the like, there are many alternatives offered for families choosing a safer route.
If non of these options work, have your own party. Make caramel corn, bob for apples, rent a fun movie, do some karaoke. Have fun!

Check around at the churches and schools in your area and see if there are any carnivals going on. Sometimes the stores at the mall pass out candy.

when I was little my elementary school would have a party with games and the gym was a haunted house. see if their school is doing that. or some other place like the mall or a church or if you have a boys and girls club nearby.
