The Gimp, Paint dot net, Irfanview and Inkscape are all brilliant freeware programs. And legal. And unlike pirated software you know they won't have trojans on as long as you use the correct download address from the original software developers.
I'd suggest the manual for the Gimp, its available second hand from Amazon.

I recommend a software ive been using for 3 years its called the GIMP its open source software its free and its comparable to photoshop and its free heres the link to download it :

you will also need to install the GTK runtime which you should install first before installing GIMP

You can't really get anything that's really excellent for free and it's illegal to download a licensed copy of Photoshop.
You could try open source software such as this:

If you get picture film developed somewhere, have them burn the images onto a photo CD. This disc will also have a photo editing program on it. It may not be as good as a program you would buy, but it is free and may do what you want.
