If you signed your child up for the charter school, then probably one of the things that was given you was an agreement about your child's physical education and how it would be implemented.
Anyway, ask the principal if there's a way to get her PE at another school within the district - surely there are other schools around? If he keeps being a jerk, contact the school board, in writing. Keep a copy of every letter you send. Make sure that it's clear that you don't want your child to not take part in PE classes - what you want is for your child to take PE classes in a way that she is/feels safe.
If nothing comes from that, give your local news station a call. You'd be surprised how effective a good public shaming is.
EDIT: And please, for your daughter's sake, make sure that you work up the channels, from one level to the next, and that you make sure that you have gone as far as you can go with one person before you go up another level.

It's your child. You have every right to oppose it. (I would!) I know that where I live, permission slips must be signed by a parent before a child is allowed out of the school. If the parent refuses to sign it, then the school must find an alternative activity for that student. Don't let the principal bully you, especially if your instints are telling you no. You are probably not the only parent that feels this way. Good luck.

Perhaps it's time to consider homeschooling. This is an excellent way to have control over what your children learn and how they get their phys.ed. requirements. Most homeschoooled kids come out far ahead of their peers. It's worth a thought!

it is totally legal but they should be out on a school bus not public transit im not really sure they may need a signed form from you to take the bus but i would think she should half to go... the priceipals right if you dont like it lump it
