Well, I was born in SFRY, grew up in SRY, enrolled a university in Serbia and Montenegro, and now am living in Serbia. The funny thing is that I never left the soil where I was born. SFRY was one of the biggest countries in Europe, but after Tito's death (a life long president, or dictator if you will) the country fell apart in one of the most terrific wars Europe has seen after WW II. This all happened due to pathological personalities of the presidents that followed Tito. From SFRY 7 countries derived, one of which was SRY. The country was governed by Slobodan Milosevic, The Butcher from the Balkans. He died this year in prison. Why I wrote all this, in my country if you want to get anything done you have to bribe somebody (the police, justice department, hospital staff... you name it), it even became a sort of tradition during these 20 years. (and imagine I'm living in Europe, not some 3rd world country)
For 6 years now a new democratic government (that came after a revolution in 2000) is trying to solve this problem but apparently nothing can be done. The problem isn't in men who are on important positions, but in common people as well.
USA solved this problem by introducing lobbyists (not such a great solution, but it has placed bribes into the legal system)

All governments are corrupt because they are run by people. People are corrupt because by trying to do good they always do bad. Still everything that is corrupt is corrupt for a purpose. Every government in the world tries to keep the ruled stable, by working together like actors on a stage to preform little acts. The rulers of the world aren't stupid. They don't want to lose their power, but at the same time the must keep the ruled from killing each other. So, why does poverty, hunger, and the like exist? The world leaders let them and even work together to form a unit in which they are to cure this disease but not end it. The world is all about balance and the world leaders know that. So, in the end, all governments are corrupt because that way they aren't corrupt. The solution to the world's problems is to cause the world's problems, we are all just actors on a stage playing our parts if we realize it or not.

Violence, sexual depravity, bribes, and genocide have been the hallmarks of governments from the very beginning.
That is why the Americans once had a Constitution and Bill of Rights to limit government power. But they got lazy and greedy, and let those in power discard those documents.

True...that's why a government needs many checks & balances or people can get way out of hand.
You hear on the news about politicians getting arrested or being investigated all the time in the U.S. You don't see that as often in other countries...watch out for those places.

Human minds and bodies get easily addicted, not just certain personalities.
If you regularly work out, your body will become addicted to it.
If you regularly smoke, you will become addicted to it.
If you regularly read, you will become addicted to it.
If you regularly surf the net (or answer questions here, lol), you will become addicted to it.
Our minds/bodies react to repetitive actions and assimilate them. This is how mutation and evolution take place. We condition ourselves to accept something as normal.
We may not have much control over our bodies, but we sure have control over our minds. This is called free will. However, most people don't stop to think about their actions. They just REact to an automated process. The rush of adrenaline doesn't let them stop and think.
So, in a nutshell, anyone is susceptible to corruption if they fail to fully evaluate their actions before proceeding.

I don't think it's politically correct to say that governments per se are corrupt. Shouldn't it be the politicians running the governments who are corrupt and not the system of governance?

A problem is governments rigidness
separation of church and state dose not really apply...how can you keep the church out also majority is not always right
(remember flat earth)
