Is it because it is Halloween and because of the Dracula connection, can someone enlighten me.

The Whitby Gothic weekend is the biggest convergence of goths in the UK. It's like their Woodstock or Burning Man. It takes place twice a year, once in April, once around Halloween. Here are some websites about it:

There is a dedicated weekend called Goth weekend which happens around this time of year at Whitby. We were there a few years ago at this time and ALL of our usual guest houses were booked up with Goths. They were everywhere, men, women and kids all dressed in black and purple lace and velvet. Very freaky but yes it is because of the link with Whitby and Dracula, I suppose it's like a pilgrimage to them. Next time you go visit the Dracula Experience on the harbour front, it tells you all about the story of Dracula, but beware, surprises happen. (I s@&t myself)
