There is no law at the Federal Government level that outlaws gambling in the United States. However at lower government levels gambling is optional and in many jurisdictions there are laws banning the practice. Nevada has had legalized gambling since the 1930s and in some counties prostitution is a legal business.

Are you talking about online gambling?
If you are talking about online gambling (which are based offshore and some countries depend on the revenue in central America), then online gambling was outlawed a few days ago. It went into effect October 13, 2006.
The law Bush signed on Oct. 13 was a bill called the SAFE Port Act. This act was passed to make sure that our ports were safer to travel through, because the 9/11 commission, along with others, have complained about port security for some time.
The bill was one that would definitely pass, so Senate Majority Leader Bill Frist attached a part to the bill that said it was illegal for banks and credit card companies in the U.S. to distribute the funds they have to online gambling sites.
This online gambling statement has absolutely nothing to do with what the bill is about. Port security and online gaming are not related, but this is how they pass laws without having to talk about it.
So congratulations, now the government can tell us what to do and what not to do in the privacy of our own homes which doesn't hurt anyone without even asking us, without even a public vote AND WITHOUT EVEN TELLING US THAT HE IS GOING TO DO IT.
If you are talking about actual physics casinos then there is no federal law that prohibits casinos so that this power is left to the individual states. So obviously states like Nevada made it legal to build and operate casinos and in states like California, gambling is illegal.
Native American reservations are one exception. Casinos (even in California) are allowed on Indian Reservation land.

There is NO LAW for the entire U.S. Gambling is controlled by the individual state...As it is in Nevada, which allows gaming...under the laws of that state, which control where, when, how, etc. it is permitted/controlled. Also certain areas, such as Tribal lands, the individual Tribe sets up controlled gaming casinos. Etc. And lest we forget, the casinos in New Jersey etc.
