you know they say that common nouns are alwaly lower case and proper nouns are always upper cased but in this question there is no upper case so what would be the proper noun the question is: Other towns began to build wooden rides too.

They are both common nouns.

Unless it's a trick question, and I did stare at it a bit longer, just to be sure.

"Towns" is a common noun.
"Rides" is also a common noun.

Neither one is a name of something else.

There are no proper nouns in your sentence. If a city was named, you would use a upper case letter for that city's name.
Example: Other towns, such as Chicago began to build wooden rides too.

In this particular sentence there is common noun and hence there is no need to use the upper case.please note that it is not essential to have a proper noun in each and every sentence.
