It's usually the circuit and control gear that is warmstart, not the lamp, if the lamp is faulty the gear will shut down, or it could be a faulty control unit. What is the type of lamp and control, do the wattages match?? Is it a fluorescent lamp? if so what type??

Warmstart or softstart is an electronic device to extend the life of the tube, do you mean that it is a sodium type, it would help if you gave some feed-back.
