Any age as long as they can talk and walk. Only difference there would be if it were me doing the grounding they would have a sore rump before they were grounded to insure that they know what is going to happen if anything like what they had done wrong were to happen again. Grounding a kid doesn't mean a damn thing. Just a time out period for them to watch TV, talk on the phone, read funny books, play games or in most cases now a days, to get on their computers and tell other kids how easy their punishment is.

Their room? Like for a time-out, when they can walk

At age 3, this is when they are learning the right and wrong.
If you let it slide then he/she will not think it is wrong on what
he/she did. Time out from everything is best, No TV, TOYS,
PLAYING, and thats that. NO MEANS NO!!
