If you want a university that specializes in aeronautics, you may want to check out the George Washington University which has a great program in association with NASA. M Tech is not a US degree. Most of these schools are nothing, especially at the graduate level. The good schools are State University of New York (particularly University at Buffalo), Rochester Inst of Tech, and University of California - though that depends on which campus you are considering as some are better than others in engineering or other technology fields. These are extremely competitive schools and admission is difficult. You need to be a top student for any of these. As for "discount," there's no way. As a foreign student, you must pay full non-resident tuition. Also, in order to obtain a student visa, you must prove you have sufficient funds to pay all school-related expenses, plus all your living expenses, plus your return transportation to your own country. Scholarship assistance for foreign students is very scarce and extremely competitive. Plus scholarships - even full-tuition scholarships - only cover tuition. That's a mere fraction of school costs, and nothing for all your living expenses. Students are strictly forbidden to work, so you need plenty of money!
