Yes, it is. you can also edit ones they already have. At the top, click the university icon, look at all the buttons there to see everything you can do.

I'm just going to add a bit - you can also add more housing opportunities (build your own or some that are in the house/lot category) and rent is still cheap compared to the same house as the regular neighborhood.
I had some twins that had a three story house with a dance floor on top and dj booth! Of course they had a lot of schlorship money prior to moving in and also brought along much of their furniture.

yes, you can build your own uni. When you go to select which uni you want to play you can arrow over and see a blank one. And then you can build your own lots from there.
