Because your not turning the key all the way to engage starter.
Because your battery is dead.
Because your starter is bad.

bcause it's 20 years old. check your battery connections and battery first. then try replacing the starter

your battery and alternater might be going out. You should go to an auto parts store and get that checked out!!
