Could be two reasons:

1. Could be a speech problem.

2. More likely a teaching technique.

I repeat myself constantly. Why? The first time gets your attention. The second time is for listening. The third time is for understanding. The fouth and more are for practice. My students know from the beginning of the class that the more I repeat myself... the more likely it will be on the test.

Is it so much of a bother that you need to bring it to his attention? Don't sweat the small stuff. But if it's really, really for some reason driving you crazy, you could very politely mention it to him. But if he's your teacher, this would be pretty touchy and unless you're experienced with that sort of thing it might be better to just leave it.

Some people do certain things without noticing, maybe your teacher hasn't realized he does this. I would slip a note -best if typed, not handwritten- on his things where you POLITELY point out that he is repeating his ideas too much, and maybe suggest something he could do something, have debates, students' presentations, questions for assessment, etc.

Perhaps he feels you didn't hear him the first time? Have you tried paraphrasing what he has said to show him you heard and understood what he said? It would be easier to answer this more specifically if you could provide at least one example of a communication exchange you've had with him.

Believe me teaching and to be a good teacher is very hard job nowadays... try to understand him..you can solve the problem with your friends...

Tell him that you need him to clarify his answer and ask him specific questions. That can help guide him to give you the information you need.
