If it is on the flat floor and the floor is our reference point, it has no gravitational potential energy. Since cookies are made of such energy rich things such as flour, sugar, chocolate, eggs... it definitely has chemical potential energy. Elastic, well.... are cookies elastic? I don't think so! They are brittle instead. Therefore, it doesn't have elastic potential energy.
If you lift the cookie up into an elevation higher than the floor, then it will definitely gain gravitational potential energy.

well...the chemicals in a chocolate chip cookie are on the back of the package ..(you can figure that much out) the elastic i think would be the way it stretchess your face when your smiling because they taste so good. The gravitaional part would be when it hits your butt! hahahaha and the energy of it all is when you realize it and run it off... so the answer to your question is Yes.

could be either chemical or gravitational:
Chemical: cookie will be eaten by a human, and through chemical reactions (the glucose cycle and all that), be transformed into energy to power the human body.
Gravitational: The cookie is on a table and is knocked on the floor and shattered into many pieces. the energy required to shatter the cookie ultimately derives from the action of gravitation on the mass of the cookie.
