Good question!
It's based on several things.
1) Physical attraction. I don't know that there is any rhyme or reason as to why people like certain genders, builds, hair or eye color, style, height, weight, etc.. Most oftentimes we simply go with whatever standard of beauty dominates culture in the media, but many people deviate from it or narrow down within it. For some, it may be what those physical attributes mean: a large frame for a man may feel like "strength" to a woman and vice-versa with "vulnerability" or "daintiness" for a man to a small woman, hairiness may be the epitome of masculinity for some, blondes may mean fun for someone and black eyes mystery for another. We all put our own significance into physical looks that mean nothing, and from that, we believe someone to be sexy.
2) Values. Almost everyone relies on values for attraction, although that may seem counterintuitive. There are people who don't care who you are, as long as you look f*ckable, they say, but most people would not be able to conjure feelings of sexual attraction if it was revealed that the person was a murderer, pedophile, or similarly despicable person. And many people have anonymous sex with strangers. However, in those cases, most people project values upon the person. It might not be conscious, but they assume the person is basically good and has attributes that they would like in a relationship, were they to have one. When it's not just about sex, but about the relationship, values are the core of attraction, and I'm not talking about 'Well, I believe in fiscal conservatism but he thinks we should increase taxes, so we can't get together'. Those are not values- values go deeper, to an outlook on life, morality, and personality.
3) Connection. When we are around certain people, they start to "grow on us", and an attraction can develop based on #2, that may have already started with #1 (or not). Growing closer to someone increases the feeling of a bond, and attraction comes from there.
Those are my thoughts on the subject. Of course, sometimes it can seem like there is not rhyme or reason to attraction, which is also true. Love is blind.
