I ran over somones dog by accident, found the owners and identified myself to them, feel real guilty about what happen is there law that can penaltize (just like the law for getting in an accident with another car) that makes me finacially responsible.

you can be taken to civil court. they can sue you for a variety of things. their is no specific law but if they can prove negligence you might have to pay. most probably nothing will happen. i am assuming that the dog was loose in the street. if that is the case the owner is responsible for it's pet.

depends on the jursidiction

Aside from hitting the dog - sounds like you took responsibility for your actions. That typically goes a long way with judges in cases like these.

If the dog was not on a leash - screw the mutts owner
