It can be done either way. The Kegel exercise uses the Pelvic Floor muscle(s) and the easiest way of doing it is to pee, and make yourself stop, then pee again. You feel how that feels? Well just do that a bunch of times everyday and in abut 6 weeks you should have some better results.* Oh, and yes it is in between the scrotum and anus.

Looks like my wifey beat me to it!
So yeah, I have to agree; to me it is easier to do them without an erection... Since after about 50 or 75 reps, it tends to get a bit more tedious so the erection starts to fail since concentration and effort is required to exercise another part of the package you know?
I do them anywhere, anytime... Sometimes I pass out and wake up and realise I was doing some in my sleep!

Yes. If you're doing them right, you'll see your penis bob up and down when you're erect. Stand in front of a mirror and you'll see when you're doing the kegels correctly.

Actually luv, my hubby says they are easier to do while limp than while being erect, simply because the "concentration required to do them while erect often makes the erection go away... But the opposite is also the same; he can easilly get erection from doing them while soft...
I guess it's all a question of personnal taste that's all!
