In England, as distinct from the Celtic lands, "English" is increasingly being used to mean "culturally English by heritage" ie with no family connections or ethnic roots elsewhere. "British" is pretty much anyone who lives here and lets themselves belong. I think the days of the "Tebbitt test" are long gone. Some people self-identify as "British Indians", "black British", etc.... largely by their own choice: some black people I know, for example, are much more keen to self-identify as "black" than others.

Being born there of course. Any child born to Brit parents living in the US is automatically an American Citizen.This is not the same as being a naturalized citizen. If you came from India to the UK also, for example. In the same way, altho I am an American Citizen since I was 40, and embrace the culture wholeheartedly (I even vote!) I am English by birth and that can't be changed IMHO.
