I like this question, very fascinating.
I'm giong to limit it to slightly more contemporary presidents otherwise i would have to say somethingl ike lincoln and washington.
But as far as twentieth century presidents go..
I would mix Carter's integrity, morality and thoughtfulness with Clinton's genius, work-ethic and vision.

Teddy Roosevelt and Ronald Reagan
Reagan for knowing that sometimes the government must overspend to boost the economy, and that with that defense spending included within the government spending that we could help bring down the Soviets. Teddy for not being afraid to do what is right, other countries be damned. Both for being very well spoken.
