Because banking is not considered an essential service. If you needed money on a day when banks were observing a strike, you could perhaps make do with some help from your friends or relatives or borrow. You would face some inconvenience, but not as much as say, you were seriously ill and found that doctors and hospitals had gone on strike.
But with banks playing a major role in the country's economy and more and more people availing themselves of various banking services, banks should ideally be kept out of the purview of strikes.
But then again, this raises the question of impinging on the right to strike which the working classes enjoy all over the world and is enshrined in ILO's charter.

Majority of Indians have no need for Banks, because they do not have enough to eat. So it is an elite industry which can function like other government offices.

Because of the henchmen and the union leaders loyal to powerful ministers who are obliged to these culprits by whose support in election campains which lead the ministers into power in the government.
