My supervisor got word of the fact that I disclosed my felony record on my application. My supervisor is not part of HR (I work for a large school district), did HR have the right to inform her of my record?

Your record is not confidential with HR. HR has a responsibility to inform supervisors of any potential problems. Your supervisor knowing about your record did not affect you getting the job. I am more worried that a school district would allow a felon to be hired.

You disclose that information to your employer not just a department. Therefore the employer can use it as they see fit within the organisation.

You say you work within a school district - in that case any violence, sexual, drunken or threatening behaviour would be necessarily disseminated for the protection of the children.

yup - and rightfully so
If not this would leave them open to liability - blame those pesky trial lawyers for this one!
