When you're lying on the towl you get more direct sunlight & thus tan on the areas facing the sun. However, when swimming, the water reflects some of the sun's rays, causing more indirect tanning. The amount of sunlight getting to your skin is reduced, but the impact of the tan can be greater because you get exposure in areas not normally directed toward the sun (under the neck, tops of feet, etc.
So......more tanned laying out. Just remember that the water reflects the sun's rays very well.
Don't forget your sunscreen.

if your swimming and the lights reflecting off the water alot of times this will get your sholders or whatevers above water taned/burned faster. But you wont get a verry even tan that way.

Not under water. The water blocks the sun.
