go to the yellow pages of local contractors who can use your sisters product and solicit. keep in mind not to call them during normal business hours. nothing more annoying than a phone call while your trying to lay brick. calling businesses that are of a substantial size usually have a staff that can answer the phones during those hours. also, make up some tri-folds and mail them repeatedly to businesses and contractors alike. one a week. both are very low budget ways of getting sales. tell her to always follow through with every order as professionally as possible. no matter how small the order is. that small order could be a scout for a possible large account. you would be surprised at how many companies pay a little more for product from a company that delivers on-time and quality. if the product doesn't arrive and there is a staff of labor doing nothing because there supplier didn't deliver chances are you will never see them again. bad service travels fast in the construction business. tell your sis good luck

Of course advertising is the best way. Perhaps sponsor one of your best contractor customers to let you take pictures of some of their more spectacular projects, so that you can put together a brochure, which you can distribute.

Also, there are small trade fairs which are an excellent way to get your name out there.

Consider putting ads on your local craigslist.org, and also whatever version of bargain-finder press newspaper, or buy & sell newspaper. (every area has something of the sort where you can advertise cheaply).

Lastly, you may want to set up a website, so that when someone's looking for brick & block in a specific area, your name should come up on the search, if you've got it set up right. To get that done, I'd start here:

Good luck, I hope this helps.

Well maybe its too obvious but I would say advertise. Not on here of course as that contravenes guidelines. Us elocal newspapers, house to house leaflets, leaflet cars in car parks, stand and give out leaflets in shopping areas. See if you can come up with something about the business which is unique and make it a selling point eg The only supplier of xyz product in the area.
