You are missing a critical part of your os. Pop in your recovery disk and select install windows. At the next screen, select repair install of a complete install. This will replace the missing file.
If you know how to use the recovery console. You will be able to replace your file, but the other method is the most friendly.

A bit late but never Upgrade to Vista wait until you buy a new machine and it's pre-installed. Just google the error code and it will take you to a site where it will tell you waht the code means and hoe to fix it (if possible)

compaq pc normally come with a restore cd and winxp cd. normally when this message come out means your system is completely corrupted. you can try to repair it using the winxp cd but you have to reactivate your winxp with microsoft through toll free phone. using this option you can save your data but i doubt it'll work. if this doesn't help, you have to use the restore cd but you'll lost all your data. when using recovery cd, you don't have to reactivate winxp manually but you have to reinstall everything from scratch.
