No, I would not.

English is the language of the law and business in the United States. If you live here in the US, it is your responsibility to learn the language of the laws. What you want will be just fine when Lou Dobbs starts broadcasting from Mexico City...

As far as I am concerned, people should not be granted US citizenship until they can read and understand the words of the Founding Fathers in the Declaration of Independence, Bill of Rights and the Constitution, including amendments.
