how do i change gloss finish to matt finish?

Srip down old paint and apply a new coat or the matte finish...

You can attempt to degloss using T.S.P. (tri-sodium phosphate)
But I don't know how this will turn out, so test it on a hidden spot.
You have to mix the T.S.P. double strength to de-gloss, and wear gloves, also be sure to rinse with clean water.

paint over it,if you're taking about paint

if you're taking about pictures, have them redone with the negatives

Repaint it. Use flat paint this time.
