He could be Linus (from the comic strip Peanuts) in a horizontally-striped T-shirt, shorts and running shoes with his ever-present security blanket. (The small flannel, well-worn blanket is essential.)

Have him dress as a Scarecrow with straw comming out of his sleeves and from pant legs, a checkered shirt, bib overalls and a straw hat bet he'd look cute.
