I haven't seen any acorns this year but I have these little things all over the ground.

It sounds like it might be "Oak Lecanium Scale" (Parthenolecanium quercifex)

For control of the Oak Lecanium Scale, here are some suggestions;

Chemical Control:
Horticultural oil sprays are less destructive to natural enemies. Apply a dormant oil spray to control overwintering immatures and spray again in Mid-June to kill crawlers. Systemic insecticide sprays will kill crawlers after they have settled on leaves, but such measures should be taken only if infestations are very serious and damage symptoms are observed. Preservation of natural enemies should be a priority.

Chemical Options:
Horticultural oil OR Horticultural soap
(when spraying--thorough coverage of entire tree is essential)

Acephate
Cyfluthrin (Bayer Advanced Garden Power Source)
Permethrin (Spectricide Bug Stop)
Malathion
Sevin (spray when bees are not present)

I agree; caterpillar eggs or fungi of some kind.
