Encourage them to speak in small sentences to begin with. Make sure that the ideas are conveyed in full. Then introduce them to question format, exclamations etc, all in small sentences or phrases. Once the confidence level goes up , slowly lengthen the sentences, and introduce other complexities like various life situation conversations. The main thing is to put fear out of the kids' minds!

Well, it is not the question of passing-out of school. There are students, with fare knowledge, in English, after school and there are persons with PG, having very poor understanding. Best thing is to find-out, at what level, they are, by some kind of test.
