I suggest you use a cardboard box. Cut a hole in the box just large enough for his body to fit through. Paint the box or buy some wood-grain look contact paper and cover the box. Hang fake beads and necklaces from the edges. Glue fake rings and coins to the box. Voila' You have a treasure chest.

You could cover him with costume jewelry (like those sparkly necklaces they throw into the crowds at Mardi Gras -- which are probably available in bulk from a joke or dollar store. Or substitute those strands of silver and white "pearls" people hang on Christmas trees. Christmas decorations are already out for sale in our area!). Pin play money to his clothing, hanging out of every possible pocket, creeping out of his shirt collar and cuffs. If you can get hold of those chocolates that are covered in gold foil to look like coins (we see them in Europe; don't know if they're available in the U.S.), he could stuff his pockets or a sack full and hand them out through the evening.
A treasure chest is kind of a surrealistic costume, so let your imagination run some.
You could also make a sign that says "Booty". Where you pin it depends on how raunchy your sense of humor is!

SUPER easy! Get a cardboard box that you can put over his head and down to his waist. Use straps of some kind (ribbon would be cute, but duct tape back to back would too, rope) to keep it there. Picture suspenders with a box instead of shorts :)
Then perhaps use plastic wrap and tape to fill in the top around him, to make a surface to place boodie on, or secure cardboard on top, or fill in the box with a light sheet or stuffing. Fake coins, crown, jewels etc on top, spilling out. They have lots of fake kid jewelry at the dollar stores and craft stores!
Lastly, if you give up you can have him dress like a butt and say he's your pirates boody. :) LOL Have fun!
