Not scary:
Casper
Ernest Scared Stupid

Quite scary:
Sleepy Hollow with Johnny Depp
Stephen King's The Shining
Shaun of the Dead (very funny and scary movie... but I'm not sure of the rating, it's pretty gross, maybe not for kids but you can double-check)

Also, The Ring is only rated PG-13. Some people think it's REALLY scary, some people think it's silly. Personally, I was terrified of it when I saw it in the theater (about 20 years old at the time,) and I had not been scared that badly in a LONG time. It starts off as a typical "teen horror flick" with a couple of high school girls... but it becomes quite a different movie by the end. If you watch it, you could just make jokes for the kids who get too scared. Good luck!

Bela Lugosi's Dracula. Or the original House on Haunted Hill with Vincent Price. Really, any old horror movie. Plan 9 From Outerspace is pretty good too :)

Army of Darkness has become a Halloween tradition at our house. I don't think this would be really scary to anyone over five or six.

What Lies Beneath (harrison ford and michelle p) good movie, only like two scenes scary but it is only pg-13 and the music is spooky though and it is suspensful.

Sleepy Hollow, also Pg-13 great spooky music, it is suspensful and is gloomy scenery perfect for halloween

The Nightmare Before Christmas is one of my personal favorites. It is great for both children and adults. Then I have to agree with everyone else on Hocus Pocus.
