Clinique and Clarins are both very mild to sensitive skin and youth with acne. I know this because I worked for Foley's Dept Store in cosmetics and had the advantage of checking out each line.
My advice regarding the acne is that this product is pretty pricey but it will definitely do wonders for your sister's complexion and clear it up like never before. Check out Estee Lauder's Fruition and Night Repair formula. As I said it's going to cost but really it's worth it (About $200) but the bottle will last her for six months at least so not that costly when you think about only buying it twice a year and having GREAT skin.
She should apply both products when her skin is clean and dry (best to do after a shower and before putting on cosmetics for the day). Only apply it once a day and use less than a dime size amount very sparingly. It eill take a few weeks for her to see the results but it will make her feel so much better about herself and more confident about her appearance. Good luck!

I have been using for years, and swear by: Lancome Dual Finish.
It gives great coverage wet or dry and comes in a convenient compact with two applicator sponges.
Lancome Dual Finish is expensive in upper end retail department stores but you can go to the store and look at the colors of the compact powder foundation and then order the correct color on Ebay: saves a lot of money. I have bought Dual finish for as low as $12.95 on Ebay and in retail stores it is around $35. There are about 30 colors so be sure you choose the right one for her skin.

Shiseido makes a great acne line (light blue packaging) skincare and compact foundation that looks great and won't add to the problem.

L'oreal true match or maybelline cover stick. Other brands are too expensive for a 13 year old, I think.
