Birches are "bleeders" that is they will weep a bit if you prune in spring. No big deal but kinda freaky for nonplant people. So wait until mid to late summer.

However, if you have branches that rub the house, knock your hat off, or are in any other way dangerous, remove them when the problem is noted. Also dead wood can be removed anytime. It's dead.
