Delighted was on the right track... I work in the home construction industry so I can narrow it down for you a bit better.
Most of the time a spec home is built when the builder is close to closing out a community and want to sell a particular property. It is easier to find a buyer when the home is mostly finished than having to wait for 9 months for it to be completed. Generally spec homes have the basics done but await cabinets, carpet, tiling and such but they will occasionally be completed... depending on the builder.
Many spec homes that are available right now in AZ are homes that were contracted to be built for a buyer but the buyer backed out of the deal or could not get the financing... the latter has become the most popular as of late.
If you can get a spec home, you will likely save money right now but you will not necessarily get to pick and choose what colors and styles...

A "spec" house is short for "speculative house". That is one which is built without a specific buyer. A home builder will construct a "spec house" in the hopes that it will interest a buyer and showcase their work to a wider market. As a potential buyer, viewing a "spec home" is a good way to judge the work of a home builder as they will usually contain the best features of that particular builder.
