The better business bureau online. Or even go right to the manager of the hotel. If i am not mistaken, i think they have to give you a 1-800 number for unsatisfied guests.

first MD @ HQ , with a copy letter to the local tourist board ,
hotels have ratings , complain to the department who graded the hotel .
