That really depends on the type of job you are applying for. If it is a position for the Federal Gov., or University then a person would use a curriculum vitae that highlights specific things for those institutions. Otherwise, look at what the employer is looking for in their job description and compose a resume that would highlight those specific qualifications. I would suggest most people use a hybrid. It's the most flexible format and allows the person to focus on actual work experience for the employer to see easily.

Always highlight your achievements that relate to the job for which you are applying. That is how the recruiters and hiring managers narrow down the prospective hires.

Highlight those features that the employers are looking for and that you feel will best represent to that position you are applying for.

First skills and abilities or what ever they ask for in their job postings and/or eligibility requirements: computer skills, sales commission, organizational, educational, management, etc. and a brief statement of how you performed them at your last job or prior work experiences.
Then give a synopsis of your personal characteristics: dependable, highly motivated, excellent team leader or worker, etc.

Any relevant experience you have and the amount of time you spent doing it will be a big thing.
