you should always make yourself productive. Depending on what you are doing for your career. Straighten the desk, dust, take the trash out, just clean whatever you feel would help your boss out. Even if the corporate maintenance manager does all the dirty work, it will make you look better and they will think that you are a "self-motivator" Which is always a key characteristic in a professional atmosphere. Ask your boss what constructive thing you can do. Maybe you can read company policy manuals or something. Maybe you can hang out with an experienced worker and just observe what he/she does and occasionally ask questions for better understanding. If nothing else, most likely you could help answer phones, organize files, or clean something. Boring but if your goal is to make a good first impression, surfing the web is probably not the best thing to be doing.

Find something useful to do... don't surf the net, that won't make a good impression at all. And don't do "nothing"...
See if you can help someone else with something, tidy up, whatever. Organize your desk, or just start reading up on files you will be working with (or something that relates to what you do) to get familiar with your job.
Maybe they have an office manual or procedures guide? Find SOMETHING to do... every office has things that are behind, like filing...

I hope that you are joking. You should always be working. If you have completed all of your assigned tasks you have a few options;
1. Ask your Supervisor for something else to do.
2. Ask one of your peers if they need a hand.
3. Take it upon yourself to do something that you know needs done and that will help the organization.
I have terminated people for excessive abuse of their Internet privileges. You do not want to have that happen to you. P.S. erase your cookies when you are done.

Start cleaning or ask if anyone needs help with anything. I'm sure they realize you may have some dead time since you have just started, but trying to find something to do with look very good and is what you should do anyway.
