I have two computers at home, the 'main' computer has two network adapters (one for a cable modem and one to connect to the other computer)

the main computer has access to the internet and the two computers are connected locally (i.e i can copy files between them, everything works)

BUT the second computer has no access to the internet, what settings do i have to make for the 2nd computer to access the internet through the 'main' computer
(both are using Win XP and IE)

It's easy, just enable Internet Connection Sharing on the main computer.

You need a router to connect all your computers to it so that each computer has access to the Internet.

you can use internet connection sharing but thats not advisable & its tedious to set up. also your main computer will have to be on if the 2nd computer wants to connect...easiest & an intelligent way out is to get a router.

router, computer can't share the same ip address. the router will split the ip address from the modem and then you an access the Internet with both computers!

That's a messed up way to start a network. Do yourself a favor and go buy a switch, router or hub. It will make things alot easier.
