Yes, they have. They have just set up an automatic response to those who have sent them an email, to let them know it's been received but they won't be able to reply immediately.

I believe some recipients may not be receiving the e-mail when the sender gets the "out of office" reply. Either that, or the recipient never looks back at their e-mails.
I have sent e-mails to a friend of mine, where she works, and I have received the "out-of-office" notification. As she travels a lot in her job, I did not concern myself with it. But, after a few days, I contacted her by e-mail again to ask her about the first one I sent. She responded to me, saying for me to resend the orignal e-mail....???
So, unless she had received so many e-mails that she had not had time to review them, or else she never received my initial e-mail to her...

Yes, as long as they get back and sign on.
I once sent an e-mail to a friend that was "out-of-the-office" and I received just such a reply. Turns out, she had quit her job, so she never got the message.

Yes they do. You are just receiving an automated reply to let you know they are not around.
