The phenomenon of erection of hair during winters is a reflex action commonly known as the "Goose flesh". Our hairs are produced from a dermal structure known as the "hair follicles" these hair follicles are associated with samll muscular structures known as the "arrector pili ". Under the condition of extreme cold and fear the sympathetic nervous system stimulates the erection of hairs by contracting the arrector pili muscles.

During the Winter hair on the hands stand for many reasons, and most of the answers, reflect those reason but they have left out most important reason.

That reason is low humidity, in combination with present day building material carpeting, clothing........ produces lot of static.

In colder region the main reason is the "Static Electricity".

If you get a sock turning the light on then it is "Static Electricity".

Animals with fur have a reflex response to cold: their hair stands up away from the skin. This fluffs up the fur, trapping more air next to the body and making it a better insulator: it helps keep them warmer. Most humans don't have enough hair on their bodies (or hands) to keep them warm, so this reflex doesn't help us much, but we haven't lost the gene that causes it that we inherited from our hairier ancestors.

chillness by making the hands of the hair to stand.
